Why Nepali Student Visas Get Refused: The Financial Evidence Rules

Nepal is an Assessment Level 3 country for Australian student visas, and most refusals come down to money documented the wrong way rather than not having it. The 28-day rule, why property valuations are ignored, and what the NOC figures show about where Nepali students actually go.
Most students who are refused a study visa had the money. What they did not have was the money documented in the form the visa officer is required to accept. Those are different problems, and only one of them is about affordability.
This article sets out what the financial evidence rules actually say, why property valuations are ignored, and what the national NOC figures reveal about where Nepali students are really going — which is not where most people assume.
WHERE NEPALI STUDENTS ACTUALLY GO
The Ministry of Education issues a No Objection Certificate to every student leaving Nepal to study. Those figures are the most reliable picture we have, and they are large: 338,974 NOCs were issued over four years, across 111 countries, at an average of roughly 400 per day.
The year-by-year trend shows how sharply this has recovered and grown:
• 2020/21 — 28,239 NOCs
• 2021/22 — 95,532
• 2022/23 — 102,610
• 2023/24 — 112,593
The destination breakdown for 2023/24 is where most people's assumptions break:
• Japan — 34,731 students
• Canada — 15,982
• Australia — 14,372
• United Kingdom — 13,339
• United States — 11,261
• South Korea — 6,889
Japan takes more Nepali students than Canada and Australia combined. Yet almost all consultancy advertising in Kathmandu is built around Australia, the UK and Canada. If you have only ever been shown those three, you have been shown a subset of the market, not the market.
AUSTRALIA: WHAT ASSESSMENT LEVEL 3 MEANS FOR YOU
Australia grades countries by risk. Nepal sits at Assessment Level 3, the highest-scrutiny tier. In practice that means you must submit English test results and full financial capacity evidence upfront, with the application — not later, on request.
The success rate is worth knowing honestly. For decision-ready applications it currently runs at roughly 85 percent. In 2024, after compliance rules tightened, it sat between 50 and 60 percent. Processing under AL3 takes four to twelve weeks.
That 85 percent figure carries a condition attached to it: decision-ready. An application submitted with gaps is not an 85 percent application.
What you must actually show
A single student needs to evidence roughly AU$55,000 to AU$65,000 in accessible funds. The published components include:
• Living costs for the main applicant — AU$29,710
• Return travel — AU$2,000
• Visa application fee — AU$2,000
• Plus one year of tuition and OSHC health cover
The mistake that refuses applications
This is the single most important sentence in this article: property valuation proves wealth, not access.
Families in Nepal commonly hold their assets in land and buildings. A valuation certificate showing a property worth many times the required amount feels like overwhelming proof. To a visa officer assessing whether you can pay tuition next March, it is close to worthless — because you cannot spend a house.
What is accepted is money that can move: bank deposits held for three to six months, or an education loan from an A-Class commercial bank. Funds that appeared last week do not satisfy this, no matter how large.
UNITED KINGDOM: THE 28-DAY RULE
The UK applies a specific and unforgiving test. Maintenance funds must be held in the account for 28 consecutive days, and the closing balance must not drop below the required amount on any day in that window. The statement itself must be no more than 31 days old when you apply.
A single dip on day nineteen restarts the clock. Not reduces your chances — restarts it.
The other recurring UK refusal causes are documentary rather than financial:
• Unexplained large deposits. A sudden lump sum invites the question of whose money it is. If it came from a relative or a property sale, the paper trail must show that.
• Name mismatches. Spelling variations between passport, bank records and academic certificates are treated as inconsistency, not as a clerical detail.
• CAS errors. Expired details, mismatched tuition figures, or personal information that does not match university records.
• TB certificates from non-approved clinics, or expired ones.
• Poor scans — blurred pages, missing pages.
THE GENUINE STUDENT TEST
Across both countries, the most common single refusal ground is failing the Genuine Student requirement. It is not a document you submit; it is a judgement formed from everything you submit together.
Officers look for coherence. Does the course follow sensibly from what you have already studied? Can you explain why this university and this programme rather than any other? Do you have credible reasons to return to Nepal? A strong file with an incoherent story is weaker than a modest file with a clear one.
The most avoidable version of this failure is a student who chose a course because it was easy to get into, and is then asked to explain why they chose it.
WHAT THIS MEANS PRACTICALLY
Start the bank trail early. Three to six months of maintained deposits cannot be created retrospectively. This is the single planning decision that most affects your outcome, and it has to be made long before you apply.
Do not rely on property. If family wealth is in land, plan how it converts to liquid funds or a bank loan, and document that conversion.
Explain every unusual deposit before you are asked. A brief covering letter with evidence of source costs nothing and removes a common suspicion.
Check name spellings across every document — passport, bank, academic transcripts, NOC. Fix mismatches before applying, not after refusal.
Be able to answer "why this course" in two sentences. If you cannot, that is worth resolving before the application, not during an interview.
A refusal is not usually a verdict on whether you can afford to study. It is a verdict on whether you proved it in the form required.
